Getting started
What is Paws & Papers?
A free planner. It shows which documents a dog or cat needs to travel to another country, who issues each one and by what date, with links to official sources.
Is it free?
Yes. The plan is free and needs no sign-up. The paid Plus pack is in preparation; there is no payment on the site.
Do I need an account?
No. Your plan stays in your browser. We ask for an email only for reminders and only with your consent.
Which countries are covered?
23 routes from the USA, the United Kingdom, the European Union, Russia and Kazakhstan. See them all on the Routes page.
My route is missing. What now?
Tell us which route you need through the support form: we add routes on request. Meanwhile, check the veterinary authority of the destination.
Which animals are covered?
Full plans cover dogs and cats. For ferrets, rabbits, birds, rodents and reptiles the rules are being checked: pick the animal in the planner and leave your email.
When should I start?
As early as you can. Hard routes take months: from Russia to the EU it is at least 120 days from scratch. The plan shows the exact time for your route.
Documents
Which documents are usually needed?
Most often a microchip, a rabies vaccination record and the destination’s health certificate. Some routes also need an antibody test, an import permit or a parasite treatment. The full list for your route is in the plan.
How is a pet passport different from a health certificate?
The passport records the microchip number and vaccinations. The certificate is issued for one trip and has its own validity: the plan shows it for each document.
Who issues each document?
It depends on the country and the document. Every step in the plan has a Where field that says whom to see.
Where are the official rules and legal acts?
Every step links to its source. The Sources box lists the official pages, and for the EU and the USA the legal acts as well.
Has the EU certificate changed?
Yes. A certificate on the old model is valid only if issued before 1 October 2026: ask your vet for the model in Regulation (EU) 2026/705.
Microchip
Which microchip is needed?
Where a chip is required, it is an ISO 11784/11785 chip, and its number goes into the passport and every document. Within the EAEU the rules do not require a chip, but your airline may.
Can the chip and the vaccine be done on the same day?
Yes, chip first, then the vaccine. A vaccine given before the chip does not count for the EU, the UK and the USA (dogs from high-risk countries): a new one is needed.
Vaccine and antibody test
Why does the rabies vaccine matter?
Almost every route requires it, and waiting periods count from its date.
How long after the vaccine?
It depends on the route. For the EU and the UK without a blood test, 21 days after the first vaccine. The plan shows the exact time.
What is the antibody test and who needs it?
It shows the vaccine worked. It is required when the departure country is high-risk for rabies: for example, into the EU from Russia since September 2024, and on our routes to Japan and Australia.
How long after the antibody test?
For the EU, the certificate is issued no sooner than 90 days after the blood sample, with a result of at least 0.5 IU/ml. Other countries have their own times: they are in the plan.
The vaccine expires before the trip. What now?
Check the expiry in the passport. If it lapses, a new vaccine is needed. On routes with a blood test, ask your vet whether the test must be repeated.
The vaccine and test are already done. How do I enter that?
Turn on Chip and rabies vaccine done and enter the dates. The plan counts from them and tells you from when you can travel.
Dates and the plan
How is the plan worked out?
From the route’s rules, forward from today and back from your travel date. Every required waiting period is included.
What does Not enough time mean?
The shortest preparation for this route is longer than the time left. The plan shows the earliest date everything can be ready.
Can preparation be faster?
Waiting periods after the vaccine and the test cannot be shortened. You can move the trip or ask your vet which steps can be done sooner.
How do I keep track of the dates?
Add them to your calendar, print the plan or share it. Email reminders are being switched on.
Airlines and the border
Can my pet fly in the cabin?
The airline decides: cabin or hold, weight limit, carrier. We do not check airline rules, so ask the airline early.
What do border officers check?
Usually the certificate or pet passport, the microchip number and the rabies record. Some countries also ask for the test result and an import permit. Your route’s list is in the plan.
How many pets can I bring?
It depends on the country. Into the EU, at most 5 under the non-commercial rules. Limits for your route are in the plan notes.
Where do I enter?
Into the EU, through a travellers’ point of entry with document checks. A dog from a high-risk country into the USA, only through an airport with a CDC-registered facility.
What if the papers are wrong?
Entry can be refused, the pet sent back or put in quarantine at the owner’s cost. Examples with official links are on the home page.
Dogs and cats
How do the rules for cats differ from dogs?
Dogs have more steps: a tapeworm treatment on some routes to the UK and the EU, and the CDC rules for entering the USA apply to dogs only.
Is there an age limit?
A dog entering the USA must be at least 6 months old. On other routes the age depends on the first vaccine: ask your vet.
Are some breeds banned?
In some countries, yes. The UK bans some types of dog: this is in the route notes.
Service, data and contact
Where do the rules come from?
Official veterinary and government sites. Every step names its source; every page shows the date of the last check.
Does the plan guarantee entry?
No. Your vet, the airline and the border authority have the final word. Check the official pages before you fly.
How often are rules updated?
We re-check routes regularly and after news of a change, and watch the official pages for changes every week.
What do you store about me?
Anonymous usage events, your email if you leave it, and messages from the support form. See Privacy.
What is Plus?
A paid pack in preparation: reminders, an AI assistant for your route’s rules, a vet sheet and an email when rules change. It is not live yet.
